For example, North Carolina requires a wiper for LSV, which is an add on to the federal requirement. South Carolina follows the federal requirement so a wiper is not required. In addition to the required equipment,(49 C.F.R Section 571.500) it has to be “manufactured” as an LSV accompanied with a VIN number and COO or Title that displays the 17 digit VIN and specifies Low Speed Vehicle. If a golf cart does not have that, it cannot be an LSV in South Carolina.

Safety Features: LSVs are required to have certain safety features that golf carts do not typically have. According to U.S. federal regulations, for example, LSVs must have headlamps, stop lamps, turn signal lamps, tail lamps, reflex reflectors, parking brakes, rearview mirrors, windshields, seat belts, and vehicle identification numbers (VIN).

Usage: As their name suggests, golf carts are primarily designed for use on golf courses, though they are also used in large facilities or communities for short-distance travel. LSVs, however, are often used for short trips in urban or suburban environments, like commuting to work or school, running errands, or visiting nearby friends and neighbors.
